Horner has been a practicing attorney in Washington, DC, providing counsel to Members of Congress, think tanks and regulated entities. He serves as Counsel to the Cooler Heads Coalition, a Senior Fellow at the free-market Competitive Enterprise Institute (CEI), and as a Policy Counsel and Director of Institutional Relations for the European Enterprise Institute (EEI). This work involves legislative counseling as well as regulatory work and litigation on topics including sound science, data access and quality laws, the Freedom of Information Act, and government science plus other projects, agency statutory compliance, and other legal matters involving environment and energy issues, international environmental treaties, and climate policy.

Mr. Horner frequently speaks before industry and academic audiences, and has written on numerous topics in publications ranging from law reviews to legal and industrial trade journals to print and online opinion pages. He has testified before the Senate Committees on Foreign Relations and Environment and Public Works.

Horner has made several hundred appearances each on both television and radio in the U.S. Europe, Canada and Australia, including dozens of visits each on the Fox News Channel, Court TV, and MSNBC, providing legal, policy and political commentary. Other appearances include repeat visits on The News Hour with Jim Lehrer, BBC, CNN, CNN International, CBC and Reuters Television. Horner appears weekly on the syndicated radio shows Battle Line and Garrison, is a guest columnist for TechCentralStation.com, EU Reporter, United Press International and OpinionEditorials.com and frequently writes on the Washington Times opinion pages and for National Review Online.
