Mr. Alberto Heimler is the Director of the Research Department of the Italian Competition Authority. He is the Chairman of the Working Party on Competition and Regulation, in the Committee on Competition Law and Policy, of the OECD. Before joining the Italian Competition Authority in 1991 he was senior economist with the Confederation of Italian Industries. He has written extensively on applied economics and industrial economics, and has published several books in this area.

Professor Patrick Rey is Professor of Economics of the Université des Sciences Sociales de Toulouse I. He has been Director of the Laboratoire d'Economie Industrielle of the National Institute of Statistics and Economic Studies (INSEE); Director of the SEA Division, Ecole Nationale de la Statistique et de l’Administration Economique (ENSAE); Associate Professor at the Université de Lausanne and the Ecole Polytechnique; and Visiting Professor in the Department of Economics at MIT. Professor Rey has been a member of the editorial board of the Review of Economic Studies and the Journal of Public Economics. He is the co-author of "Capacity Constraints, Mergers and Collusion" and "Corporate governance, competition policy and industrial policy" in the European Economic Review; "Competition Policy Towards Vertical Restraints in Europe and in the United States" in Empirica; and "Vertical Restraints and the Market Power of Large Distributors" in the Review of Industrial Organization.

Dr. A. Jorge Padilla is a Professor of Economics (currently on leave) at the Centro de Estudios Monetarios y Financieros (CEMFI) in Madrid and has been a visiting professor at Bocconi University; MIT’s Sloan School of Management; the London School of Economics; and Boston University. Dr. Padilla is and has been member of the editorial boards of the Review of Economic Studies, the Spanish Economic Review, and Investigaciones Económicas (which he directed for more than three years). He has also published articles in newspapers, such as Expansión, Diario Economico, and Cinco Días. Dr. Padilla has, among other places, previously given lectures at CERAS; the International Monetary Fund; the University of Bilbao; the University of Naples; the University of Lausanne; and the University of Salerno. He earned his M. Phil and D. Phil degrees in Economics from Oxford University, where he was awarded the George Webb Medlay Medal.
